The National Debt is a frightful thing in the eyes of many persons, because being called a debt, it brings to mind at once personal liabilities, and the powers creditors possess, and how they would use the same against persons proportionately indebted, and with such small assets as the balance sheet of nations exhibits. But, without wishing to be thought a repudiator, the writer submits that this is an absurdity; that the National Debt is in reality no debt at all, in the ordinary sense (of being recoverable, at least), and in fact, is no debt in any sense beyond the sacred obligation on the part of Government to pay faithfully the annuities or interests due to the respective stock holders.
