Recycling is more than just a response to the environmental crisis and has assumed a symbolic role in beginning to change the nature of western societies and the culture of consumerism. Indeed many environmentalists assume that there will be an inevitable shift from our "throwaway" society to a post-industrial "recycling" society of the future.

Recycling is not as simple a subject as many people might believe, and when it is taken as only one element of an integrated approach to waste management, this complexity is greatly increased in terms of the issues involved, the techniques to be selected and the financial and environmental evaluation which is necessary to ensure that real benefits are achieved. We are undoubtedly making progress, but the recycling of household waste in this country is in its infancy. If recycling is to develop, those responsible for waste management, both national and local government and private companies in the waste management industry, must take recycling seriously as a waste treatment option.
